BEIJING, March 12 () -- China aims to finish building a nationwide network to monitor air quality in its vast rural areas by the end of the year, an environmental researcher said.The construction of the network shows China is extending its pollution-busting drive to rural villages, where environmental protection awareness is weakest, said Wen Xiangcai, of the China National Environmental Monitoring Center.Wen, also a member of the country's top political advisory body, said China had already begun to choose one rural spot in each province, municipality and autonomous region for the setting-up of air monitoring stations."Through the stations, we will collect the data that forms the basis for pollution prevention and control," Wen said, adding that all stations will be set up before the end of 2012.As China is strengthening pollution control in cities, some small, heavily polluting enterprises will shift to rural areas, bringing much pressure to the environment of China's countryside, according to Wen.A nationwide pollution survey conducted by the Ministry of Environment Protection in 2011 showed that rural areas account for 43 percent of the nation's chemical oxygen demand discharges, 57 percent of its nitrogen discharges and 67 percent of its phosphorus discharges."Bringing pollution in rural areas under control is a pressing task," Wen said.The central government has in recent years beefed up measures to control pollution in rural areas. Its funding for such initiatives jumped from 500 million yuan (79.36 million U.S. dollars) in 2008 to 9.5 billion yuan in 2011.The next step, said Wen, is to "train more environmental professionals to strengthen technical surveillance and expand advertisements about environmental protection."
UNITED NATIONS, Feb. 29 () -- Ian Martin, special representative of the UN secretary-general for Libya, said here on Wednesday that to achieve the timetable for the expected elections in the North African country, "activities to implement the legal framework must begin immediately and progress swiftly."Martin's statement came via teleconference as he briefed the UN Security Council on the situation in Libya."It is clear that the Libyan people are eager to move forward with the transition to democracy, and their most central expectation of the United Nations is that we will support them in doing so," Martin said.He noted that it was "understandable" that the process for developing an electoral law took longer than envisaged due to the political complexities involved in deciding the basic electoral foundation for any country."Of utmost importance to the successful conduct of elections nationwide is of course a positive evolution of the security situation," Martin said. "The Libyan authorities will recognize that their foremost challenge is to address the future of the revolutionary fighters and the wide circulation of weapons, and to develop professional state security institutions under civilian control."He said that the new government faces "tremendous challenges and a heavy legacy" from the former regime as it tries to tackle a wide assortment of activities, such as the illegal migration and smuggling, and to foster national reconciliation among tribes.Martin added that the sense of responsibility of local leaders, and the push from civil society to play its own role and hold any future leadership accountable, "inspire not just hope but confidence that Libya will overcome its legacy and current difficulties."

MADRID, July 23 () -- The Spanish GDP contracted 0.4 percent in the second quarter of the year and 1 percent year-on-year, the Bank of Spain reported on Monday.According to the Spanish institution, these results are due to the decrease of the domestic demand. Consumption and public administration demand diminished in the second quarter of the year causing a drop of 1.2 percent.Enterprises also reduced their expense in goods and equipment (2.2 percent).The institution points out that the economy slowed down quicker compared with the first quarter of the year. The GDP contracted 0.3 percent in the first three-month period of 2012.The external demand acted as a counterweight of the drop in the Spanish domestic demand. Exports have slightly increased compared with the figure of the last quarter.Regarding employment, the Bank of Spain informed that it decreased 4.6 percent year-on-year, meanwhile productivity raised at 3.8 percent.The bank warns that the deficit target will be difficult to accomplish, although the institution says that last reforms promoted by the Spanish government could help to achieve it.However, the Bank of Spain forecasts that prices will rise due to the increase of the Value Added Tax next September, one of the main measures passed by the Spanish government. Prices increased 1.9 percent on average in the second quarter of the year.The Bank of Spain published this report when Spain is suffering a lot of pressure in the markets. The risk premium has passed on Monday the 600 point mark and the interest rate of the Spanish 10-year bond reached 7.56 percent.

GAZA, April 24 () -- The United Nations Relief and Work Agency (UNRWA) on Tuesday inaugurated a housing project, funded by the Netherlands, to reside 1,300 Palestinian homeless in southern Gaza Strip town of Khan Younis.The UNRWA said in a press statement that the houses, funded by a 7.2-million-U.S. dollar donation from the Dutch government, will provide shelter to 1,300 Palestinians in western Khan Younis refugee camp.UNRWA Commissioner General Filippo Grandi said during the inaugurating ceremony of the project that "This contribution does more than rebuild(ing) homes, it rebuilds lives.""These projects are the outcome of the efforts to lift the Israeli blockade imposed on the Gaza Strip," said Grandi, who called the Israeli blockade "illegal," adding "It must be immediately lifted."The UNRWA is one of the few international agencies that is able to bring construction raw-materials into the coastal enclave. Grandi urged Israel to allow more supplies to replace unsafe structures in the camps.Meanwhile, Birgitta Tazelaar, diplomatic representative of the Netherlands to the Palestinian National Authority (PNA), said during the ceremony in western Khan Younis that her country " encourages Israel to provide UNRWA with an additional exemption to finish the remaining construction work as soon as possible.""This would allow for an additional 521 housing units," she said.The donation will also fund roads, water infrastructure and an electricity network in Khan Younis.
