Though the Ministry has no objection on hiring a foreign coach, we would only confirm or reject the option once we get it in black and white," Jakharani told media.    Earlier, when a group of journalists met the minister during the First Anti Doping Seminar in Islamabad, he expressed his ignorance over PHF's move to hire the coach.    Later in the evening PHF president met him and officially requested his backing to hire a foreign coach on a record salary.    The PHF president Qasim Zia when confronted by journalists after the meeting with the minister, was reluctant to confirm the offer the PHF had extended to the Dutch coach for training Pakistan senior team.    Former international hockey player Zafar Zafri who has recently been appointed by Qasim Zia on the federation executive board, however confirmed while talking to The News that he the PHF board has given approval of Dutch coach hiring on record purse of 15000 euro per month.    "That is true that the board in spite of my opposition has approved hiring his service on a record monthly amount of 15,000 euro per month. It is unjust to all the former Olympians who have served the country and are much better coaches than what we can find from abroad," Zafri said.
SHANGHAI, Jan. 31 () -- The use of reflective glass curtain walls will be banned in apartment, hospital, school, kindergarten and nursing home structures that have two stories or more, a local construction official said in Shanghai on Tuesday, citing safety concerns."Cracking and dropping glass curtain walls have become a hidden danger for urban residents. The problem of their reflection is also outstanding," said Shen Xiaosu, deputy director of the Shanghai Municipal Urban-Rural Construction and Transportation Committee.Shanghai currently has 4,210 buildings using glass curtain walls, of which 475 have reported safety problems, he said."Some of the buildings have entered an aging period, with their ironware rusted and twisted, sealing strips ****, and bearing carriers loosened. Accidents, like dropping glass curtain walls, have taken place many times over recent years, posing a prominent safety issue," he said.Therefore, construction authorities have drawn up a new regulation to restrict the use of reflective glass curtain walls to ensure public safety. The regulation has been approved by the municipal government and will take effect Wednesday, he said.According to the regulation, reflective glass curtain walls will also not be allowed in buildings that directly face the straight section of "T-shaped" crossroads.Moreover, the use of such walls will be restricted in buildings that are situated beside a street or in areas with heavy human traffic."The construction and housing authorities will launch a general overhaul of the city's glass curtain walls by the end of March to check their quality and ensure timely maintenance," Shen said.

KUNMING, Dec. 30 () -- A 49.5-megawatt (MW) wind farm has been constructed in Mouding county, southwest China's Yunnan province, the local publicity department said Thursday.China Guangdong Nuclear Power Group constructed the wind farm with an investment of 483 million yuan (76.7 million U.S. dollars) over the past 15 months.Xinjiang Goldwind Science and Technology Co. Ltd. (Goldwind) supplied 33 units of 1.5MW permanent magnetic direct drive wind turbines for the project.The wind farm, based in Fengtun on Dajianfeng Mountain, is 2,000-2,500 meters above sea level in the Yunnan-Guizhou Plateau.Developing wind farms in high-altitude areas has become a priority for Chinese power companies and wind turbine manufacturers, as both look to exploit rich wind resources on the country's plains."We have tailor-made turbine models featuring larger blades and greater capacities for insulation, heat dissipation and lightening protection, in order to cope with harsher geographical and climate conditions in plateau areas," said Wu Gang, board chairman of Goldwind.Other Chinese turbine makers have also shown great interest in developing wind turbines for high-altitude areas.In November, Chinese manufacturer CSR Zhuzhou said it had connected high-altitude turbines to the grid at a wind farm in Yunnan province, and that it had orders for 400 of these specially-adapted turbines, marking the largest order in the country.Longyuan Power and Huaneng Renewables, China's leading wind farm developers, have targeted southwest China's Guizhou province for wind power projects. The province is aiming for 9 gigawatts (GW) of wind capacity by 2020.Wind power has developed by leaps and bounds in China over recent years, as it plays a crucial role in fulfilling the Chinese government's pledge to have non-fossil fuels account for 15 percent of the country's primary energy consumption by 2020.By the end of 2010, China had 44.7GW cumulative installed wind capacity, ousting the United States as the world's largest wind power developer. China plans to have 100GW wind power connected to the grid by 2015.To date, about 90 percent of China's existing wind farms are located below altitudes of 1,000 meters. Industry officials say high-altitude development is expensive due to high construction costs and doubts over whether the projects will turn profits.
TOKYO, Jan. 24 () -- Japanese Prime Minister Yoshihiko Noda renewed his pledge to raise the nation's sales tax and revamp the social security system and called on reluctant opposition parties to help restore fiscal order in Japan for the good of generations to come.In his policy speech on the opening day of the 150-day ordinary Diet session, the prime minister also said the government needs to rule more decisively and not procrastinate on key issues."We need to depart from indecisive politics," Noda said in his speech. "We can't keep on putting off debate on crucial national issues."Noda was speaking of the political deadlock caused by his plans to double the 5 percent sales tax by 2015 to boost public finances and fund social security. Noda's ruling Democratic Party of Japan despite its own infighting over the issue, is facing staunch resistance to the tax hike plan from its opposition bloc who have boycotted parliamentary debates on the proposed bill.But Noda said that if the political deadlock is not broken and the issue rumbles on, it will be to the detriment of Japan's economy -- with the fallout potentially lasting long into the future."As things stand right now, the burden will be too heavy for future generations," Noda said. "There's no time to put this off any longer. A politician shouldn't think just about the next election, but about the next generation," the premier said.But the main opposition Liberal Democratic Party, which lost power to the now ruling DPJ in 2009, said Noda and his party are in contravention of their election pledges and should dissolve the lower house of parliament and call a snap election to let the public decide about the controversial and politically divisive tax issue."I do hope people will reach across party lines and join talks on the draft plan for the sake of the public and for the sake of the future of this country," Noda said, quoting the words of former LDP Prime Minister Taro Aso in a bid to sway the opinion of the opposition camp.With Japan's public debt now at more than double the size of the nation's 5 trillion U.S. dollars economy, the worst in the industrialized world, Noda said that the stopgap measures repeatedly taken by his predecessors are no longer an effective solution and reaffirmed his pledge to submit a bill by end of March to raise the 5 percent sales tax in two stages to 8 percent in 2014 and 10 percent by 2015.Noda also indicated in his speech that if Japan's finances are allowed to further deteriorate and the tax hike bill is not passed by the opposition-controlled upper house of parliament as a means to counter this, then Japan could find itself facing a eurozone- style of sovereign debt crisis.The prime minister, who took office in September as Japan's sixth leader in five years, also said that Japan would seek to deepen its security alliance with the United States in the best interests of peace and stability in the Asia-Pacific region and wider global community.He said that Japan would continue to monitor developments on the Korean Peninsular, while also seeking to improve bilateral relations with China."Stability and prosperity in the Asia-Pacific cannot be discussed without China playing a constructive role," Noda said."Leaders from both countries have frequently reaffirmed the policy of deepening our strategic, mutually beneficial relations. Now it is time to enrich that further, and strengthen cooperation to create a stable regional order," said the Japanese leader.Regarding Japan's potential moves to cut oil imports from Iran as part of U.S.-led sanctions on Tehran, Noda said that Tokyo's response would be pragmatic and one which takes into account Japan 's post-March 11 economic burden and the potential influence sanctions may have on global oil prices."In principle, we will strive to reach a peaceful and diplomatic solution. We'll address the problem appropriately, while cooperating with other countries and taking into account the potential impact on the crude oil market and the Japanese economy, " said Noda.
Ugg boots ukWELLINGTON, March 7 () -- New Zealand disaster response officials are meeting with Japanese counterparts to swap advice and ideas on recovering from major earthquakes that devastated parts of both countries last year.A group of leading Japanese scientists and senior government officials would arrive in New Zealand Thursday to share disaster management expertise, New Zealand officials announced Wednesday.New Zealand's Civil Defence Emergency management director John Hamilton said they would take part in a three-day workshop in Wellington and Christchurch to identify projects of practical use to the recovery in Tohoku prefecture in Japan and Christchurch.The workshop would finish with an inspection of the Christchurch central business district on Saturday, the eve of the one-year anniversary of the devastating earthquake and tsunami in Tohoku.The workshop was a joint initiative of the Japanese and New Zealand Ministries of Foreign Affairs and New Zealand's Ministry of Civil Defence and Ministry of Science and Innovation.The event also had a wider aim of encouraging collaboration between Japanese and New Zealand, universities, research institutes and other science agencies, Hamilton said in a statement. "We have a lot to offer and to learn from each other," Hamilton said."Our common aim is to make our own countries safer and more resilient, and also to share the hard lessons we have learned to help others."The scientists would work in three groups studying soil behavior in earthquakes, the interaction of soil and structures in earthquakes, and recovery and reconstruction with the flexibility to look at other topics if the opportunity arose.The seminar was one of a range of bilateral events to mark the 60th anniversary of diplomatic relations between the two countries this year.The earthquake in Christchurch on Feb. 22 last year killed 185 people, while the Tohuku earthquake and tsunami claimed an estimated 15,000 lives.
MOGADISHU, Feb. 13 () -- The Somali government on Monday said in a statement that the formal union by local militant group of Al-Shabaab and al Qaida will increase insecurity in the country and beyond.The statement came after the al Qaida terror network announced last Thursday that the Somali radical Islamist group of Al-Shabaab was joining forces with it after years of close alliance. The al Qaida leader Ayman Al Zawahiri and the chief of Somalia's Al- Shabaab group Ahmed Abdi Godane known as Abu Zubayr, made the joint announcement in a video posted on Islamist websites."We (Somali government) also believe that their union will increase the insecurity in Somalia, East Africa and the rest of the world and that Somalia risks becoming an al Qaida base in East Africa as the al Qaida leader said in his statement," a Somali government statement said.The Al-Shabaab group which controls much of south and center of Somalia is fighting Somali government forces and troops of the African Union Mission in Somalia (AMISOM).The Somali government said it had never been in doubt that the local militant group had been "a branch of al Qaida," as evidenced by pronouncement of the two groups' respective leaders. The merger has "clearly proved to the whole world that the war in Somalia in the past years was between the Somali government aided by AMISOM forces and al Qaida," the statement said.The Somali government which is struggling to assert its authority in the horn of African country said it "will not take lightly the danger from their official union" and announced it will put all its forces as well as the general public at the highest alert to confront what it said was "the likely danger to the security of Somalia and the east African region."Somali forces backed by AMISOM peacekeepers have recently made gains against Al-Shabaab fighters who in August last year lost most of the capital Mogadishu while Kenyan and Ethiopian troops who crossed into the country late last year also gained more grounds from the group.The Somali government called on the international community to stand by it and Somali people, and asked for UN arms embargo on Somalia to be lifted, saying it wanted to "defend the country and complete the achievements of the Somali army and AMISOM forces." The war-torn country requested help in increasing and reinforcement of the Somali National Army and a direct assistance to the Somali government to help it "fulfill its obligation to bring back peace and stability to the country."The Somali government called on young people in the militant group's ranks "to stop working with them since it's clear .... this group has shown its true color by joining the international criminal group of al Qaida."The Somali government said it was giving the Al-Shabaab fighters 15-day ultimatum as "a last chance for them to lay down their arms and follow the peaceful way."
